Response from the City
An engineered foundation is required, which could be a monolithic slab-on-grade with a turned down edge.
Framing plans are also required, which comply with prescriptive code, or are engineered and signed and stamped by a Colorado licensed professional engineer.
Is it allowed to have a toilet? Yes.
And i can have this in addition to the detached 2 car garage?
You would be able to have this structure as well as other structures, including the garage.
Can I run power to it? Yes.
Does it have to have a sprinkler system?
The building department would not require a fire sprinkler system, but also check with Poudre Fire Authority: [email protected]
in the future, when the ADU stuff gets cleared up in the City Council, is it possible it would be allowed to have a stove/oven? Or will the rule that you can only have one dwelling unit if less than an acre trump that?
I cannot speak to specifics about potential code changes regarding ADUs. If the Land Use Code was to change where it would be possible to have a second dwelling unit on this lot, you would need to go through whatever the required development review process would be. Once approved to be a dwelling unit and converted, it would then be able to contain a full kitchen with a range.
I am sure there are setback requirements as well.

Front- 30’
Rear- 25’
Side- 20’
